Yeah, Tommy has the name Ratliff but also Malfoy. He's one of the kids Lucius has had with a maid over the years. Generally Narcissa would handle this situation (paying them off enough so she never has to see either of them again), but this time Tommy's mother managed to get enough on Lucius to blackmail him. And he's getting old and tired and-fuck it, sure.

So now Tommy has the Malfoy name, which he could do without, and enough money for a full Hogwarts education. All at the price of his own house despising him (although some are impressed at his mother's ability to take down the biggest wizarding family and make them say uncle).
